Real Madrid do not want Jesé Rodríguez to become a FC Barcelona player and that's precisely why they included a clause that will not allow Paris Saint-Germain to sell the player to Barça.

Madrid reportedly did the exact same thing with other big players like Mesut Özil or Ángel Di María.

Barcelona are reportedly looking to add a fourth striker to their roster, and while Jesé still has many things to work on, he might reach his potential with PSG and become a target for Barcelona later on, so this clause would ensure that the attacker doesn't help Barça in the future.

The deal has not been officially confirmed yet, although the latest reports from France and Spain suggested that PSG will pay €25 million for the player and Madrid will keep an option to match any offer the French club receive for Jesé during his current deal with PSG.
